In October 1984, the Health Care Financing Administration (HCFA) requested its RAND/UCLA Center for Health Care Financing Policy to convene a meeting of researchers and principal users of health expenditure accounting data to examine the format and content of HCFA's annual article in Health Care Financing Review on national health expenditures.
