This paper discusses various approaches to financing care for the severely mentally ill that make use of market-like incentives. It reviews the conditions under which each financing mechanism will work efficiently, discusses empirical evidence and practical considerations concerning service delivery to the severely mentally ill, and offers judgments about the specific situations where each mechanism might best be applied.
